Does anybody know where I can find a Windows Vista recovery disk?  I have a client who is having boot problems and their computer only has a CD writer on it so I can't use a Vista install disk on it and I do not have any spare DVD drives around.

You can build a USB boot drive if the system will support booting from USB. I have had to do this a couple of times. Here's an article:

The manufacturer most likely doesn't create or manufacture them anymore, so your best bet is either on E-bay.... or they upgrade to windows 7.... and if they are willing to upgrade to windows 7..... tell them to just buy a new computer.

What is it you are hoping to accomplish with a Vista Recovery disk?  Maybe some other bootable CD will be able to handle it?

Actually, most manufacturers still make these disks.  I had to get one from Sony about 3 weeks ago due to a customers HDD going bad.

I am trying to boot in so I can run the System Restore.

for vista?  Most?  Sony is an exception, a majority of manufacturers have a point (generally 3-5 years) they stop making restore media.  Ever look at HP's lineup?  They have 8 computers per retailer, per month, you expect them to make a disk for a crappy old computer?

I haven't had any reason to test this, but it appears to be what you are after:
